Manning and Training Crises

The traditional good track record of shipping was maintained by the well-trained officers who spent long time at sea, first as cadets and then in relatively junior ranks, learning their trade before taking the higher responsibilities. The Managers of the industry at that time did not think about the training part because they were able to get the well-trained staff by poaching from other conventional companies.

The boom in shipping further complicated the situation with the result that untrained officers got promoted to higher ranks. The remaining better abled  seafarers are leaving this industry due to too many rules / regulations and inspections being forced upon them including their criminalisation by various authorities. Today those responsible Managers are gone, leaving behind the present mess to be dealt by an unprepared and inexperienced present generation.

Shipping as an industry has a long way to go but the boom can be sustained only if the industry has manpower that is well trained and competent. So, as someone who belongs to this industry or even otherwise, what do you think is the possible way out? What do you think the future holds? Your suggestions are welcome.

The deep seated crisis in manning and crewing needs a multi-pronged approach.
These include the following:

  Managing the brand and Image of Shipping as an attractive profession
  Switch from old fashioned Personnel Management to HRM (Human ResourceManagement) -principles
  Widen the net of training
  Keep the numbers proportionate to the growth in shipping
  Get positive involvement of the administration to arrest the trend of criminalisation of seafarers
  Promote greater unity amongst all the stake holders of shipping
  Have a measured career path for rehabilitation, cross training and resettlement of seafarers
  Pay undivided attention to the continuous education and welfare of seafarers
 
The most sophisticated ship in the world is useless without people to man them
Some or all of these measures will go a long way in alleviating this crisis.
